Dear Fellow-European, lets make a difference!
The European Citizens Initiative right, to be introduced under Art 11.4 TEU nv, is one of the few key innovations in the new EU treaty. It will play a critical role in bringing European democracy forward in the coming years. While there is no disagreement on the principal idea to give half a billion Europeans the same right to launch pan-European lawmaking processes as the European parliament (EP) and the European Council already enjoy there is an intense debate on exactly how to do this. A special regulation, a European law, for the implementation of Art. 11.4 is about to be agreed.
In March, the new European Commission will present an implementation law proposal. In preparing this, the Commission has published a Green book and launched a consultation process. The Initiative and Referendum Institute Europe has developed key recommentations on the European Citizens Initiative and is involved in preparing the 2010 European Citizens' Initiative Summit taking place in Salzburg Austria around Europe day in May.

European Citizens Summit in Salzburg welcomes EU Parliament Resolution on the new initiative right and suggests specific improvements
"EUROPE MAKES WORLD HISTORY WITH NEW CITIZENS RIGHT"
Salzburg/Brussels – Europe is about to take a historic step in democratization. Overshadowed by other political Europe topics, half a billion collective EU citizens have been given the right by the new EU Lisbon Treaty to take action across borders in the legislative process of the EU. In the future, one million Europeans will be able to present a legislative or treaty amendment proposal just as the Parliament and the Council already can today which compels the Commission to act upon it.
