The Democratic Issue

This publication documents the proposals for a European Citizens´ Initiative and a Pan-European Referendum in the debate after the failure of the Constitutional Treaty in popular votes in France and the Netherlands. It became a foundation for the revised version of the ECI in the so called Lisbon Treaty.
